Oborevwori Swears In Charity Babigha-Ehimen as Delta Head of Service
Delta State Governor, Sheriff Oborevwori, has sworn in Dr. Charity Igho Babigha-Ehimen as the new Head of the Delta State Civil Service, following the retirement of her predecessor, Dr. Mininim Oseji.

The ceremony, held at Government House, Asaba, saw the governor charge the new Head of Service to uphold fairness, humility and integrity while strengthening discipline, accountability and efficient service delivery across the state’s public service.
Oborevwori urged Babigha-Ehimen to draw on her experience in the civil service to improve the performance of Ministries, Departments and Agencies (MDAs), stressing that effective leadership requires more than routine supervision.
According to the governor, civil service leaders must motivate workers, create opportunities for professional development and lead by example to promote excellence and productivity.
He also called on Permanent Secretaries, directors and heads of MDAs to cooperate with the new Head of Service, noting that collaboration and a shared commitment to public service were necessary to build an efficient and responsive administrative system.
The governor reaffirmed his administration’s commitment to workers’ welfare, highlighting the regular payment of salaries, investment in staff training and the provision of incentives aimed at improving morale and productivity.
Oborevwori also commended the immediate past Head of Service, Dr. Mininim Oseji, for her service to the state and wished her success in her future endeavours.
In her remarks, Babigha-Ehimen thanked the governor for the confidence reposed in her through the appointment, pledging to carry out her duties with dedication, fairness and integrity.
She also unveiled a four-point strategic action plan aimed at building a competent, digitally empowered, disciplined and productive civil service.
The plan focuses on human capital development and digitalisation, workers’ welfare, internal collaboration, and stronger teamwork with Permanent Secretaries and heads of departments.
The new Head of Service explained that the initiative would promote professionalism, improve institutional cooperation and strengthen the overall efficiency of the Delta State Civil Service.
Her appointment comes as the state government seeks to sustain administrative efficiency, improve workforce productivity and strengthen public service delivery across government institutions
